Is Guilin or Yangshuo Better?
Neither city wins outright: Guilin is the practical base with the airport and city infrastructure, Yangshuo is the scenic, laid-back town most people actually fall for. The quick answer is stay in Yangshuo if you can, use Guilin only if you need the airport or a single overnight.

Neither is the wrong choice, they just serve different trips, and the "which is better" framing only makes sense once you know what you're optimizing for on this particular visit.
The quick verdict
Yangshuo wins for scenery, atmosphere and pace: it sits inside the karst landscape rather than looking at it from a distance, with countryside, cycling routes and the Yulong River giving visitors two or three extra days of things to do. Guilin wins for logistics: the airport, more hotel variety and a simpler base if the cruise is a single day trip. Most travelers with more than two days do both, basing themselves in whichever city they aren't actively sightseeing in that day.
Guilin's case
Guilin is the better base if your trip is short, if you're flying in and out of Guilin Liangjiang International Airport, or if you want a city with more restaurant and hotel variety. It's a real regional city of over a million people, with Elephant Trunk Hill, Reed Flute Cave and the Two Rivers and Four Lakes area all reachable without leaving town, plus the Li River cruise piers a short drive away. If your whole trip is one or two nights, staying in Guilin and doing the cruise as a day excursion is simpler than relocating for a single night in Yangshuo, and you get a fuller range of international hotel chains and airport-adjacent options that Yangshuo simply doesn't have at the same scale.
Yangshuo's case
Yangshuo is the better choice with three or more days, letting you be inside the scenery rather than commuting to it, with easier access to the Yulong River and cycling routes through the rice paddies. It's smaller, more relaxed and built around outdoor activity: cycling, bamboo rafting and karst hikes on the calmer Yulong River. West Street is touristy by any measure, but it's a small fraction of the town, and the villages a short bike ride out are genuinely rural. Travelers who've already asked whether Yangshuo is a tourist trap tend to answer their own question once they get past the main strip: the countryside is where Yangshuo actually earns its reputation, not the shopping street.

What travelers actually regret
The more common regret isn't picking the "wrong" city, it's giving Yangshuo too little time after basing entirely in Guilin, or basing entirely in Yangshuo without building in a Guilin city stop for Reed Flute Cave or Elephant Trunk Hill. Because the two towns are connected by the cruise and by road, treating this as a strict either-or decision tends to produce more regret than a short stay in both, especially on trips of four days or longer where the extra travel time barely registers against the total. Solo travelers and couples on a tight schedule are the ones most likely to over-index on one city and skip the other entirely, and it's usually Yangshuo that gets cut short, since Guilin is where the flights land.

Business travelers, families needing more hotel infrastructure, or anyone connecting onward from Guilin's airport are the main exceptions where Guilin still makes more sense as the sole base.
